Property Rights and Bylaw Enforcement
By Stephen Hill
There is something horribly wrong with this country. If you want to know who is to blame, you need only look into a mirror.
During the “apocalypse,” aka Covid, you were lied to, and traditional media propagated those lies without question. The mindless masses turned on their friends, families and neighbours because their TV told them to. Those flying Canadian flags were targeted with hate and vandalism. Sitting down for a cup of coffee became an act of rebellion. You were forced to share personal medical information and submit to repeated penetrations from the government if you wanted to participate in society or face virtual house arrest.
Once, you were allowed to think and speak as you saw fit. Now, there are systems of censorship and surveillance soliciting your silence and conformity. Ontario’s strong mayor act has virtually eliminated representative democracy in Ontario; about 85% of the population lives under a mayor with veto powers. Politicians are influenced by foreign governments, and their names are kept secret. Financial and housing crises are created by the government to keep you desperate and distracted while they steadily increase taxes and control. The only thing growing in Ontario is the government’s control over your lives at the cost of your liberty and dignity.

Government corruption runs rampant. Infrastructure is crumbling, lands are stolen from taxpayers, taxes are soaring, and there is governmental overreach and trespass. There are 20 long-term drinking water advisories in Ontario alone, and traditional media turns a blind eye while outstretching both hands for some government funding and ad revenue.
Questions are banned at town halls, news can’t be shared online, and grown adults believe they need to ask “town hall” if they can have a chicken or another pet. We are not being treated as adults.
In Wingham, Ontario, we have had enough. About 15 years ago, the citizenry started to wake up; now, even some councillors are beginning the process. To be awake, you must fully realize and understand that only the truth will set us free, a fact nearly as old as time itself.
The “New Wingham Order’s” primary mission is to arm the people with the truth and help them say “NO.” In Wingham, these truths have made our streets safer, saved taxpayers millions of dollars by exposing waste and corruption and delivered freedom to those who understand—all of it powered by a zero-budget volunteer-run Free Press.
Recently, Wingham streets were made safer by forcing North Huron Reeve/Mayor Paul Heffer to stop breaking the law and endangering our children by illegally dumping snow on the sidewalks, blocking them. Confronted with the facts and a demand for an answer, Heffer had no choice but to agree to cease his illegal activity, or he would have to openly confess to continuing his crime and endangering pedestrians. That is the power of a Free Press and a question.
Who Took Your Freedom, and How Wingham Got It Back
Your freedom has been stolen by those who made you believe they had authority over your businesses, homes, backyards and churches.
Traditional media reinforced these lies with headlines like “Backyard Chickens Illegal,” making you believe you no longer had a say under your own roof or in your own backyard.
Instead of emboldening you, traditional media made you feel weak, powerless and voiceless as they profited from spreading propaganda.
The owners of Buck & Jo’s, a restaurant in the heart of Wingham, went viral when they repeatedly stood their ground against the health department’s illegal demands during the “apocalypse.” Two hundred fifty thousand people watched the standoffs online, most shocked that someone could say “NO” and stand their ground, turning the establishment into a tourist attraction for Freedom Fighters across Canada and several US States. It took 972 days, but they stood their ground until they cleared their names—a battle that cost them virtually everything.
A line was literally painted at the threshold of Buck & Jo’s, a line they would not let segregationists pass, a line that would be defended. Behind that front line was a Canadian Flag planted in the dining room floor, with a warning sign that stated: “We reclaim this property in the name of the Former Glorious & Free Canada…All Charter Rights will be defended on this property. It would be wise not to test our resolve”.
Some Town Halls currently think they can pass any bylaw they want and attach a massive fine for non-compliance. Then, if you don’t pay it, they put it on your property tax bill and then sell your home if you continue to refuse to pay. If you disagree with Town Hall, they can easily abuse their power by falsely claiming they have authority on private property, then send in corrupt by-law enforcement officers to destroy your life and/or take all your property. Municipalities are the absolute lowest level of government, yet they claim to have more power and authority than all other levels and can violate our Bill of Rights without consequences.
After the 2022 municipal election, a standoff between Buck & Jo’s and North Huron by-law enforcement began when Town Hall demanded the restaurant remove election/political material from inside and outside their business and home. Anything with the phrase “Vote Buck” was illegal, according to the Corporation of North Huron.
Buck had several emails and a meeting with by-law enforcement where they demanded he comply. Buck explained to the enforcement officer that their by-laws only apply to their corporation as stated in their own bylaws. Buck also got North Huron’s CAO to confirm their bylaws only apply to the lands described in the bylaws, which are the corporation’s assets such as parks, roads, town hall, etc. Buck also clarified the reason he advocated for and got the Wingham police disbanded was that the council was using them to prop up their regime and that by-law enforcement was now the only remaining pillar of support they could use to illegally abuse and harass citizens/dissidents. The enforcement officers are standing down and refusing to violate Rights at Buck & Jo’s.
Requests for the job description of the bylaw enforcement officer have gone unfulfilled, most likely because one does not exist. North Huron Reeve/Mayor Paul Heffer was confronted at a meeting on October 10, 2024, about his claim that his corporation has authority over private property. Heffer refused to answer who told him he had this authority and admitted he was cowardly for failing to identify his co-conspirators.
North Huron Reeve/Mayor Paul Heffer was warned that he would be treated like any other burglar if he attempted to illegally trespass and seize private property. It should be noted at the 18 July 2022 North Huron council meeting, Jason Younan, Inspector-Detachment Commander for Huron County OPP, clearly advocated “Taking care of business” (lethal force) if you find an intruder in your home and you “believe” your life is under threat.
Now you know who took your freedom and who is claiming to have dominion over you. You also know how one small town took back its streets, businesses, and backyards by having a truly free press and the courage to stand up to authority and demand answers.
The Truth is, once you fully realize that you have private property rights and bylaw enforcement has no authority on your property, you will be free…at least on your own property.
